Assessment Validation Overview

Registered Training Organisations (RTOs) have various duties after becoming registered, like yearly declarations, AVETMISS reporting, and promotional compliance. Among these tasks, validation of assessments is particularly challenging. While we've discussed validation in many discussions, let's revisit the fundamental principles. ASQA (Australian Skills Quality Authority) defines assessment validation as quality assurance of the assessment process.

Primarily, validation of assessments is focused on identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The rules require two types of validation. The primary type of assessment review checks conformity with the requirements of the training package within your RTO's scope. The subsequent validation guarantees that assessments follow the Principles of Assessment and rules of evidence. This implies that validation is carried out both before and after the assessment. This article will focus on the primary type—validation of assessment tools.

The Two Types of Assessment Validation

- Assessment Tool Validation: Commonly called pre-assessment validation or verification, is related to the initial part of the rule, ensuring ensuring all unit requirements are met.
- Post-Assessment Validation: Involves the implementation, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

Conducting Assessment Tool Validation

Timing for Assessment Tool Validation

The goal of assessment tool validation is to ensure that all components, performance standards, and evidence of performance and knowledge are addressed by your assessment methods. Therefore, whenever you get new training materials, you must perform assessment tool validation prior to student use. There's no need to wait for your next 5-year cycle validation schedule. Review new tools immediately to ensure they are appropriate for students.

Nevertheless, this isn't the only reason to perform this type of validation. Perform validation of assessment tools also when you:

- Improve your resources
- Introduce new training products on scope
- Assess your course with training product updates
- Identify your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Which Training Products Should You Validate?

Keep in mind that this validation guarantees adherence of all training materials before student use. All RTOs must validate materials for each subject unit.

Resources Needed to Start Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your training materials:

- Mapping Tool: The first document to review. It indicates which assessment tasks meet course unit requirements, aiding in faster validation.
- Learner/Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
- Marking Guide: Also verify if guidelines for assessors are sufficient and if clear standards for each assessment item are provided. Clear standards are crucial for reliable assessment outcomes.
- Supplementary Resources: These may include checklists, logs, and templates developed separately from the workbook and assessor guide. Validate these to ensure they fit the assessment task and address course unit requirements.

Validation Panel

Regulation 1.11 specifies the requirements for members of the validation panel. It states validation can be performed by one or more people. However, RTOs usually ask all trainers and evaluators to participate, sometimes including field experts.

Collectively, your assessment validation panel must have:

- Vocational Competencies and Current Industry Skills relevant to the unit under validation.
- Current Knowledge and Skills in Vocational Training.
- Either of the following training and assessment credentials:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Principles of Assessment

- Impartiality: Is the assessment process fair and equitable for all candidates?
- Adaptability: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Relevance: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Consistency: Are the assessment results consistent regardless of who conducts the training?

Guidelines for Evidence

- Appropriateness: Is the evidence relevant to the skills, knowledge, and attributes described in the unit of competency?
- Completeness: Is the evidence sufficient to cover all the required skills and knowledge?
- Authenticity: Is the evidence genuine and truly representative of the candidate's abilities?
- Relevance: Does the evidence reflect current skills and knowledge?

Key Considerations for Assessment Validation

Pay attention to the tasks in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

- Perform diaper changes
- Prepare and feed bottles, clean feeding equipment
- Feed babies with solid food
- Respond to baby signs and cues properly
- Get babies ready for sleep and settle them
- Observe and promote suitable physical activities and motor skills for babies

Frequent Errors

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit requirement is meant to evaluate underlying knowledge (i.e., evidence of knowledge), students should be performing the tasks.

Watch Out for the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

All or Nothing Competence

Pay attention to lists. As mentioned earlier, if students only complete half the tasks, it’s out of compliance. Each assessment item must cover all criteria, or the student is incompetent, and the assessment tool is out of compliance.

Provide Specific Details

Each assessment item must have clear and specific reference answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your guidelines do not mislead students or assessors.

Steering clear of double-barrelled questions makes it simpler for students to respond and for evaluators to accurately judge student competence.
